An RFP response checklist is different from a bid checklist. The bid checklist helps you understand and price the work. The response checklist helps you submit the package correctly.
The owner may never see your careful estimate if the response misses a required form, addendum acknowledgement, signature, or upload step. Treat the response checklist as its own deliverable.
Administrative requirements
Start with the items the RFP says must be included. Copy them into a checklist exactly as written. Watch for requirements scattered across instructions, attachments, addenda, and portal notes.
Common items include:
- bid form
- company information
- license or registration details
- insurance certificate
- bid bond
- signed addenda
- subcontractor list
- references
- safety documents
- tax forms
- required certifications
If the RFP provides a required form, use the form. Do not replace it with your own format unless the instructions allow it.
Scope response
The response should show that you understood the work. Include a clear scope summary, major inclusions, and any qualifications. If the RFP asks for alternates or unit prices, list them in the required format.
When scope is uncertain, write a question before the deadline. If the answer does not come back, decide whether the proposal should include an assumption, exclusion, allowance, or no-bid recommendation.
Assumptions and exclusions
Do not bury assumptions at the end as filler. They are part of the commercial terms of the response. Keep them specific and connected to the documents.
Examples: permit fees excluded unless noted, hazardous materials excluded, patching limited to described areas, off-hours work excluded, owner-furnished equipment by others, or unknown conditions subject to change order.
Pricing attachments
Confirm the requested pricing format before sending. Some RFPs require lump sum only. Others ask for alternates, unit prices, schedule of values, or separate trade breakouts.
If your internal estimate is detailed but the RFP asks for a simple form, the response should still follow the requested form.
Final submission check
Before submission, verify:
- correct file names
- complete attachments
- signatures
- date and time
- portal upload confirmation
- addenda acknowledged
- exclusions included
- price matches the proposal
